Construction outlays rise in Europe

| Spending rose 2 percent in the 17-member currency region and 0.9 percent in the 27-member European Union, Eurostat said.
With the economy in a prolonged recession in Europe, construction spending had been on a five-month decline. In March, in a revised estimate, Eurostat said construction fell 1.8 percent in the eurozone and 1.3 percent in the EU.

Chicago activists lobby for plastic bag ban

| Mayor Rahm Emanuel is trying to get more information on the environmental and economic impacts of the proposal before deciding whether to support it, mayoral spokesman Tom Alexander said.
"The mayor will work with members of City Council to reach a consensus on this issue," Alexander told the Chicago Tribune.

The report by itself had negligible effect. But every report of late has been held up to the light to see how it might affect the U.S. Federal Reserve's monetary policy announcement expected Wednesday.
