You forgot about the materials contract. CPSL is hard pressed to get all the materials they need in a timely manner for the production of precision steel. In other words, they have an instable supply of recycled steel coming in. They know they cannot operate without recycled steel so they are wanting to go to another company to guarantee supplies for them. For this, they must pay in advance. It will cost over $20million in advance. They only have $14 million.
